Fife Council set out on the path to adopting Geographic Information Systems (GIS) this year to provide better information to its community through using the electronic mapping tools.

The first adoption of GIS this year was the adoption of the technology to achieve the council's requirements to provide a Core Paths Plan, which is part of the Land Reforms Act in Scotland. Using GIS Fife has digitally mapped paths and routes in the area and it claims improved the consultation process with residents who could view maps and plans online.

Fife opted for open source GIS technology to reduce costs. It now plans to increase the usage of GIS technology in Fife for providing better information on school catchment areas and fault reporting.

Fife is Scotland's third largest council and uses voice over IP (VOIP) across its 300 sites. In 2009 Fife was a winner in e-government awards.

The VOIP integration involved the replacement of 12,000 phones across 360 different sites in Fife. The council invested £7.5 million in the project in 2008 and expects to see its annual phone bill reduced from £2.5m to £500,000.
