Wigan in Lancashire shot to notoriety in 2009 when it was exposed by the Information Commissioner Office for losing the personal details of children in its area.

Personal details of 43,000 children were lost after a laptop was stolen from the council's offices. The data had been downloaded onto the laptop in breach of the council's own regulations.
Wigan has in recent years been upgrading its email management and policy management systems.
