It’s important to have a culture that understands what cloud technology is, beyond just being a technology, a cost centre, and a cheaper way to accomplish as task. You also need to understand the opportunities that the cloud provides.
A good way to drive culture change from the top down is to have the executive team embrace it as a corporate goal, and show they are engaged in understanding its uses. Meanwhile, you need to provide ongoing support and listen to employees; understand how they are using cloud; and how to revise it, so you can get the most out of it.
