British Airports Authority overhauls consultancy deals

Airport operator wants change management and transformation services

BAA is stepping up its IT restructuring programme by announcing plans a £10 million IT consultancy framework.

Under a four year framework, around five suppliers are expected to provide a range of services. These include change and project management; design and transformation; strategy definition and implementation; people development; delivering IT; architecture; and IT in construction.

Suppliers chosen for the “delivering IT” portion of the contract will manage services strategy, budgeting and business continuity at BAA. Those in the architecture portion will address emerging technology and data security, among other factors.

The top factor for choosing suppliers will be their IT services experience, followed by value for money, cultural fit and background in the airports industry.

“BAA IT group have agreed an IT strategy with the board that reflects the overall direction of the BAA business,” the airport operator wrote in the contract notice. “In particular this embraces a simplified IT proposition for airports ant the focus upon Heathrow as a global hub.”

In June, BAA said it would spend £137 million over five years overhauling legacy IT systems at Heathrow, including back office systems, networking and business intelligence software. Two months earlier, BAA issued a tender notice for a 10 year enterprise resource planning project, also centred on the largest airport.

The airport authority uses HP Proliant servers, with AMD Opteron processors and the Microsoft Windows operating system, in its datacentres. In February 2008 it awarded a five-year application management outsourcing contract to LogicaCMG.

A year ago, BAA and airliner British Airways' systems came under fire when at the opening of Heathrow Airport Terminal 5 thousands of travellers’ bags were delayed after a string of IT problems. In November, the Commons Transport Select Committee said the systems had not been tested properly.
