Barnardo's creates secure link to children's database

Children's charity Barnardo’s is rolling out a two factor authentication identity management system for access to ContactPoint, a planned government database.

The charity will become the first non-government organisation to federate employees' digital identities to the database, which will store information on all children in Britain.

Charity staff will be able to access information through two-factor authentication, which is being supplied by Oracle.

ContactPoint is part of the UK government's Every Child Matters programme, which was set up in response to the public inquiry into death of eight-year-old Victoria Climbié in London in November 2000. The government claims the database will provide a way for people working with children and young people to find out contact details of other carers working with the same child.

Criminal Records Bureau checking, two factor user authentication, security training and a full usage audit trail are mandatory requirements for all ContactPoint users to ensure the security and integrity of its data repository

Barnardo's will implement Oracle Identity and Access Management Suite, combined with Oracle Enterprise Single Sign On, to ensure it complies with the ContactPoint information security practices.

“The ease of integration and excellent industry reputation of the Oracle Identity and Access Management portfolio was core to our technology decision.” said Bob Darby, information services director of Barnardo’s.

“Oracle has long been a trusted partner of Barnardo’s and, in moving further into their identity security portfolio, we are able to again pioneer good practice in our sector and continue working at the forefront of improving the lives of children across the UK.”

The sign on project is scheduled to go-live in tandem with the ContactPoint early adopter programme later in 2008, will also include enterprise-wide single sign on, automated user lifecycle management and user directory virtualisation. Oracle Consulting Services has been chosen as Barnardo’s preferred solution delivery partner.
